Government entities play an important role in ESG. Government promulgates regulations and develops policies. Government manages programs and operations subject to regulations and policies. Governments may have monitoring and enforcement authority over business partners and regulated entities. A triple whammy!
This two-hour webinar will review key drivers where government is expected to play a role, and sometimes multiple roles. We will cover selected requirements, risks and responsibilities. The course will also focus on roles and opportunities for governmental auditors to monitor performance, protect stakeholder interests and add value. The course will build on COSO’s supplemental guidance “Achieving Effective Internal Controls over Sustainability Reporting (ICSR).”
Learning objectives include:
- Identify various drivers for increased emphasis on ESG.
- Evaluate various avenues for how drivers create compliance requirements and risks, both as imposed by government entities and as they affect government entities.
- Determine several key federal efforts affecting government entities and contractors originating with executive orders.
- Determine leading standards and frameworks for sustainability reporting and disclosures.
- Assess recent developments in climate-related rules, policies and requirements.
- Recognize how the COSO ICSR supplemental guidance can bridge gaps.
- Recognize opportunities for internal audit involvement in advisory and oversight.
- Identify references for additional information and study.

Prerequisites: There are no required prerequisites for this course. Attendees may learn more if they review COSO’s Achieving Effective Internal Controls over Sustainability Reporting in advance. This free document is available on the COSO or Douglas Hileman Consulting LLC (DHC) websites.
Advanced Preparation Required: No advanced preparation is required for this course. Attendees may learn more if they are familiar with applicable Sustainability requirements, programs and reporting activities in their organization.

Douglas Hileman (FSA, CRMA, CPEA, P.E.) has over four decades of experience in Sustainability compliance, risk, reporting and audit. He is an author of COSO’s groundbreaking document “Achieving Effective Internal Controls over Sustainability Reporting (ICSR)”. He was the senior environmental management & auditing specialist on the Volkswagen Monitor Team and worked at a Big 4 firm for six years. He has led his boutique consultancy for 16 years, working on climate-related programs and GHG emissions reporting; Sustainability policies, reporting and audits; and other specialty needs. He has been active in the Institute of Internal Auditors for over a decade, contributing to supplemental guidance. He leads a Governance & Controls work group for the Institute of Management Accountants. Mr. Hileman submitted detailed comments to the SEC on the proposed climate disclosure rule; in the final rule (released March 6, 2024), there are 42 references to his comments.
